Before the major reform, shisha tobacco in Germany was taxed like regular pipe tobacco – a 200g tin would only incur a few euros in tobacco tax. Since 2022, things have changed: a separate additional tax for shisha tobacco has been introduced and has been increasing every year since. As of January 1, 2026, it will be 23 euros per kilogram. We explain how the tax is composed, what it amounts to per tin, and why your tobacco is significantly more expensive today than it was four years ago – fact-based, with the official rates from the law, without indignation and without sugarcoating.
What exactly is tobacco tax?
Tobacco tax is a consumption tax – a tax levied on the consumption of a specific product, similar to the energy tax on fuel. The legal basis is the Tobacco Tax Act (TabStG).
Technically, manufacturers and importers owe the tax as soon as the goods are released for free circulation. However, you ultimately pay it at the counter because it is fully priced into the retail price. The tax goes entirely to the federal government. The statistics from the Federal Statistical Office show how much this amounts to: In 2024 alone, the state collected around 14.7 billion euros in tobacco tax.
The Tobacco Tax Reform: The Tobacco Tax Modernization Act
The reason for today's prices is the Tobacco Tax Modernization Act (TabStMoG), which was passed in 2021 and has been progressively implementing its stages since 2022. Among other things, it has changed two things that directly affect shisha smokers.
Firstly, shisha tobacco was classified for the first time as a separate category subject to an additional quantity tax. Before that, it was taxed as pipe tobacco, resulting in very low rates. Secondly, so-called substitutes – i.e., e-liquid for e-cigarettes – were also newly taxed. For shisha tobacco, this specifically means: an additional tax has been added to the normal pipe tobacco tax since 2022, which increases in several stages.
Behind the reform were several political goals: higher state revenues, more uniform taxation of various tobacco products, and public health considerations. We are not evaluating this here – we are explaining what the law states and what it means for you.
How Shisha Tobacco Tax is Structured
According to § 2 TabStG, shisha tobacco is not taxed at a single rate, but consists of two components:
The first component is the pipe tobacco tax. Since 2023, it has remained unchanged at 15.66 euros per kilogram plus 13.13 percent of the retail price, but at least 26.00 euros per kilogram. The retail price is the final selling price set by the manufacturer.
The second component is the additional tax specifically for shisha tobacco. This is precisely what was newly introduced with the reform and increases every year. The rates are set out directly in the law:

How much tax do you pay on a 200g tin?
Let's calculate it for 2026 for a typical 200g tin with a retail price of 27.90 euros. 200 grams is 0.2 kilograms.
Component 1 – Pipe Tobacco Tax:
- Quantity share: €15.66/kg × 0.2 kg = €3.13
- Value share: 13.13% of €27.90 = €3.66
- Total: €6.79 (the minimum tax of €26/kg × 0.2 = €5.20 is exceeded, so this higher amount applies)
Component 2 – Additional Shisha Tobacco Tax 2026:
- €23.00/kg × 0.2 kg = €4.60
Total tobacco tax: approx. €11.40 per 200g tin.
In addition, there is a 19 percent VAT, which is also included in the retail price – for €27.90, this is around €4.45. The bottom line is that of a 200g tin for €27.90, approximately €15.80 goes to the state as taxes; the rest is distributed among manufacturers, wholesalers, and retailers.
For comparison: Before the reform, when shisha tobacco was only taxed as pipe tobacco and there was no additional tax, the tobacco tax on a 200g tin was a few euros. This additional tax is the main reason why common 200g tins have risen from an earlier 17 to 20 euros to today's 27 to 29.90 euros, according to industry data.
Shisha tobacco compared to cigarettes and fine-cut tobacco
Shisha tobacco is not the only product that the reform has made more expensive – a brief comparison puts the rates into perspective, all according to § 2 TabStG for 2026:

Important for understanding: For cigarettes and fine-cut tobacco, the quantity and minimum tax rates automatically increase every year; for shisha tobacco, however, the surcharge is in the separate additional tax. This additional tax is precisely the reason why the prices for shisha tobacco have risen more noticeably in recent years than for many other products.
The tax banderole – what the tax stamp signifies
Every legally sold tobacco tin has a tax stamp, colloquially known as a banderole. It is visible proof that the tobacco tax for this product has been paid. Manufacturers and importers obtain the tax stamps in advance and must pay the tax before the goods can be sold.
For you as a buyer, the banderole is the most important authenticity and legality feature: If it is missing or damaged, it is a clear warning sign. Tobacco without a valid tax stamp is generally untaxed black market goods – buying and possessing it can be a criminal offense, and you know nothing about its quality and content. When buying from a specialist retailer or a reputable online shop, you don't have to worry about this: Every tin there is properly taxed. Why Shisha Tobacco is So Expensive in Germany
The additional tax is the biggest single price driver, but not the only one. Three other factors also play a role.
Firstly, the stricter Tobacco Products Act with more stringent requirements for packaging, labeling, and advertising – this incurs costs that are reflected in the price. Secondly, pre-financing: Because the tax stamp must be paid for before sale, manufacturers and retailers tie up a lot of capital long before a single tin is sold. And finally, market dynamics – due to the increased prices, some consumers purchase less frequently, and smaller quantities mean fewer economies of scale in purchasing and logistics.
A look across the border shows that the level of taxation is a political decision: In neighboring countries such as Austria, Switzerland, or the Netherlands, shisha tobacco is sometimes taxed significantly lower, which is why it is often cheaper there. However, this is not a free pass – how much you are allowed to bring in tax-free from abroad is strictly regulated.
What the Tax Means for You as a Consumer
The bottom line is that you pay more per session today than before – how much exactly depends on how effectively you pack your bowl. A few objective points that make a difference in everyday life:
A 200g tin is sufficient for about twelve to sixteen sessions, depending on the bowl and packing style. At a tin price of €27.90, that's roughly €1.75 to €2.30 worth of tobacco per session – the charcoal is extra, usually in the range of 50 cents to just over one euro per bowl, depending on the type and quantity. If you pack the tobacco loosely, don't overheat it, and prepare the bowl neatly, you'll get more sessions out of the same tin – so the tax per session significantly decreases with technique, and this is where you can honestly save the most without sacrificing quality. What the Tax Means for Specialty Retailers
From the shop's perspective, the reform is more than just a number on the price tag. The pre-financing of the tax stamps ties up capital before sales are generated, and the annual increments make calculation a moving target.

What's next? Outlook 2026–2027
The legally stipulated stages for shisha tobacco currently end at €23.00 per kilogram from 2026. Further adjustments are politically discussed for subsequent years, but are not yet fixed in the law as a definitive shisha tobacco stage in the form presented here – the current status of the TabStG and publications by the Federal Ministry of Finance are always decisive.
Discussions are also ongoing regarding the taxation of e-cigarette liquids and nicotine pouches. For liquids (substitutes), a rate of 0.32 euros per milliliter has applied since 2026 – an indication that the legislator is gradually aligning the entire field of smoking and vaping products.
